It is better if you work it into topsoil. When you transplant your roses let them settle in for 4 to 6 weeks and then work the recommended amount of Alfalfa Meal into the top soil and water thoroughly.

It depends on where you are and what kind of climate. You shouldn't use Alfalfa Meal fertilizer if you live in a cold climate with a short growing season. In warmer climates such as California then it should be fine.

Alfalfa Meal promotes new growth in roses and shrubs and in colder climates the young and fragile plants could freeze and get harmed. Also, annual flowers have already bloomed or will bloom by this time so they are strong enough and you could use Alfalfa Meal on them without any issues.
